Virginia’s Statewide Learning Management System (LMS)
The Statewide Learning Management System (LMS) is Virginia’s supported digital learning platform provided at no cost to every Virginia public school division. The Virginia Statewide LMS has grown into one of the most advanced statewide systems in the country, with the capacity to serve all Virginia public school divisions, students, and educators.
In addition, the Statewide LMS supports the instructional and professional learning needs of the Virtual Virginia (VVA) program, Virginia’s public school divisions, Governor’s Schools, the Virginia Department of Education (VDOE), and other educational organizations.
Independent LMS Instances and Support
Each Virginia public school division administers its own independent instance of the Statewide LMS. This allows divisions to maintain autonomy while benefiting from a consistent digital learning environment across the Commonwealth. VVA teams provide support for these instances at varying levels, depending on each division’s adoption and needs.
History & Impact
Virtual Virginia traces its roots to 1984, beginning as Virginia’s Electronic Classroom and later the Virginia Satellite Education Network, which expanded access to AP and world language courses for rural and underserved students across the Commonwealth. In 2006, the Virginia Department of Education unified satellite and web-based initiatives into Virtual Virginia, fully embracing online learning to ensure equitable access to high-quality courses statewide.
Since 2012, Virtual Virginia has delivered the Statewide LMS and the VVA Outreach Program to ensure that every Virginia public school division, regardless of size, resources, or technical capacity, has access to a modern, fully supported digital learning environment.
The Statewide LMS offers every public school division its own fully supported LMS instance, reducing the technical burden on local personnel and providing access to instructional technology. In 2025-2026, VVA manages and maintains LMS instances for all Virginia public school divisions at no cost. In most divisions, the Statewide LMS serves as the primary instructional and professional learning system, supporting classroom instruction, curriculum delivery, communication, assessment, and professional learning for educators.
Capacity and Statewide Support
The Statewide LMS is designed to serve all public school students, educators, administrators, and support personnel.
The current Canvas K–12 LMS Bundle will again be available to all public school divisions in 2025–2026 at no cost, including:

These services ensure that every division, from the largest urban systems to the smallest rural schools, receives consistent, high-quality LMS support.
Professional Learning and Statewide Alignment
Beyond digital classroom instruction, the Statewide LMS supports professional development for public educators by hosting statewide virtual conferences, webinars, and online learning opportunities, and by enabling scalable delivery of training across the Commonwealth. Recently, the Statewide LMS supported the rollout of professional learning educational initiatives, including the annual VITAL Conference, Virginia’s Statewide Professional Learning Meeting, Reading Specialist Microcredential, and other training modules and events.
In 2025–2026, the Statewide LMS is powered by Canvas, the same platform used by the Virginia Community College System (VCCS) and other Virginia higher education institutions. This alignment provides Virginia K-12 students with continuity of experience as they transition to postsecondary learning environments.
VVA Outreach Program
The VVA Outreach Program is designed to assist Virginia public school students and educators by providing access to Virginia standards-aligned digital learning resources that can be incorporated via the Statewide LMS at no cost.
Virginia public school divisions can import digital resources and online learning modules for K–12 courses to their instance of the Statewide LMS. Divisions also use their LMS instances to create and share locally-developed content, expanding public school student and educator access to high-quality digital resources.
VVA Outreach K–12 digital resources include instructor guides, lessons with interactive practice and assessments, and question banks. VVA Outreach resources are designed as a foundation for teachers to use in their classrooms and modify according to their local school needs.
